In 1994, Yitzchak Rabin signed a peace treaty with Jordan, which failed to live up to its name.

As part of the treaty, Israel leased the areas of Naharayim and a section of Tzofar (Al-Ghamr) for 25 years, with the possibility of renewal – except that Jordan decided to not renew the lease.
